Pretty sure the answer is no to both as you are not buying alliance ranks nor are you buying quest completion. Heck, you can get the entire DB without doing most of the quest line.

The wording is it advances the skill lines to the maximum rank. It says nothing about advancing the players AvA ranks itself.

While I have not purchased it as it the forums would be lit up if purchasing that granted all those ranks and SPs.
