Restoring Order - Convince the Dark Elves

Is this quest line bugged? I keep talking to the Dark Elf in Ebonhart and he keeps telling me to burn the flowers but I get to the shrines and there is nothing to do...am I missing a step or is this quest fubared?

The quest is fine. Look more closely around the shrine locations.

at each location is a mound, interact with that, then goto the pot in the shine, use that, wait, then talk to the ghostie. The first time I did it, I didn't talk to the ghost/god.. but ran off

You must burn the piles of hay around the shrine.

I got it all working. Thanks! I didn't have to interact with the hay piles, but they started on fire as I got close to them and then I interacted with the pot/ghost...it eventually cleared the quest, but it was quite confusing. Thanks all!

The dark elf isn't there, arrow points to the floor, when I go to basement,
I see him on the ceiling kneeling in the air

He's too far away to talk to

Hard reset your xbox and log back in to eso. That should fix it.
