From conversations I've had with ZOS staff they actually bad a lot of bots on a daily basis, however the issue they face is new ones are made almost instantly.Best that can be done is to report them all.

They just make more accounts. Which is why Zenimax need to be proactive about putting gamemasters out there and insta booting and banning in instances. They need better detection of bots in their coding too...
I remember seeing Gamemasters at Alik'r dolmens booting players for rubber banding - and really and truly, that wasn't ruining anyone's experience... players like that were just genuine players trying to level... these bots are very much breaking the gaming experience for players (especially newer players). But ... crickets chirping is all we are getting.
