Not able to load skill into quickkey

I've had this issue for over a week, it is affecting my skill silver bolt/silver leash. I tried to move the skill from quick key slot 4 to slot 3, it came up that I did know know that skill.

I current have skill points spent on skill, and cannont relearn the skill. I've reset the client, ui, redownload, reinstalled, did both soft and hard resets on my computer. etc. I've done everything short of buyin a respect in game, but as my current respect is over 6k and I have less then 2k on the character this is not an option currently.

It is only one skill, but I have not progressed on my main since I use this skill constantly (when it worked).

I've submitted one ticket about a week ago, first generic reply told me to do things that had nothing to do with the issue, it was about resetting quests, I responded to that email and got no response back for a few days. Today I submitted another ticket, got a response in less then a couple min here is the response:

The first step we'd like you to try is a soft reset. Please log out of the game, close the launcher, and wait for at least 15 minutes. Then log back in and try your skills again.

If it still doesn't work, please log out and repair the launcher. You can find the repair option under "Game Options." Once the repair has finished, log back in and see if your skills are working.

If for some reason the skills are still not working, please send us as much information as you can! In particular, we'd like to know which character is having the problem, which skills you're having trouble with, and (if possible) a screenshot of your action bar showing the problem.

Hello, thanks for the quick reply. The original time I reported this issue, I responded to the email and go no response back, hopefully it is different this time.

It is affecting my Imperial DK Tartarusian

This has been an issue for almost a week, I haven't progressed on my main character all that time because it is a skill I use a lot. It is only happening to one skill Silver bolts/silver leash. The bug happened when I was moving the skill from slot 4 to slot 3.

I've reset the computer, redownloaded the client, uninstalled, both soft and hard resets, uireset etc. Everything short of buying a skill respect in game which I don't have the total gold to do right now. I suspect this issue will disappear with a skill respect, but as it would take me some time to raise that much gold to do that I feel I shouldn't have to do that on my end.
