No there is not, but i would not worry about that.
You get very little in exp anyway.
You won't miss out on anything in PVE, all the quests will still be there, you won't skip any main quests either, you can do them whenever and however.
The quests don't go away, no matter where u go you will pickup quests, zones are subject to "level ranges" from 1-15 or 15-25.
You will probably complete them alot faster being a higher level, and you will get the same exp from completing the quest regardless of level.
Limiting yourself with an experience lock so you can go get experience in pve instead of pvp is a backpedal imo.
I say this because the experience needed later on grows, and you may regret not gaining experience.
You must have been PVP'ing for a long while to gain a few levels in PVP, you should be glad that you got any exp from pvp the way some people talk about it.
You didn't gain 4 levels in Cyrodiil by just doing some pvp.
The only way to gain levels in Cyrodiil is by running quests there and even then 3-4 in a day is on the edge of impossible.
If you're 4 levels ahead of the PVE content do not worry about it. From what i'm hearing from others who are just getting into their Veteran Ranks the game does not have an overabundance of quests. You need all the experience you can get.
He said "some time" obviously he didn't get those 4 levels in 1 day, impossible without that quest, and even still with that quest, you would need almost the whole day.
