By "holding them" do you mean the two respective items, or the two respective writs?Master Writs have started to forget/not recognize that you have completed the required item as soon as you teleport to a different zone. I'm currently holding two items (a staff and a maul) that are listed in a master writ quest that says I need to craft the items while holding them. I cannot complete the quest as the game will not remember that I am holding the items as soon as I get to a different zone.

Has the character already accepted the contract for each of the two respective Master Writs (for the staff and for the maul)? Which is to ask: are there two respective Crafting quests listed in the Journal, one for each of the two items?
Note that a character can craft the item specified by a Sealed Master Writ without accepting it, then accept the contract subsequently at the delivery location. Personally, I usually accumulate as many as five Sealed Master Writs that require the same Crafting skill, then the character crafts each of the respective items, and accept the contracts one-by-one while delivering them. I am not sure whether it is feasible to do that without the assistance of the add-on Writ Worthy.
Personally, I have never received any Sealed Master Writ which requires crafting more than one item. There is only one item to be crafted for each Sealed Master Writ, and there will be only one corresponding quest listed in the Journal after the contract has been accepted by the player's character. In contrast, Daily Crafting Writs often specify more than one item to be crafted with the corresponding Crafting Skill for each writ, as described in the entry for the respective writs in the Journal > Crafting category.
Also, so far, I have never had any item(s) disappear while my character used a portal or a Wayshrine to move to another location, whether the destination was a Wayshrine, Homestead, another portal, or other allowable choice.
NOTES:
(A) In order to accept the quest for a Sealed Master Writ, the writ must be in the character's Bags. It can be accepted at any time, unless there is already a pending delivery of a crafting-writ item listed in the Journal for the same Crafting Skill (e.g., Blacksmithing or Provisioning). The pending item must be delivered before another writ can be accepted (or acquired from a Notice Board) for the Crafting Skill which was used to craft the item.
(B) If a listed Crafting quest is not described as "Deliver to ...." in the Journal, then it has not been completed. After the specified item is crafted, the entry will not indicate which item was crafted to satisfy the requirement of the writ. However, if you remove the required item(s) from the character's Bags, then the corresponding entry or entries in the Journal will return to the description of the item(s) to be crafted for the writ.
(C) When the character delivers an item(s) to Rollis Hlaalu, if a quest is listed in the Journal and there is a matching item in the character's Bags, then (1) the item is deleted from the character's Bags, (2) the corresponding quest entry in the Journal is deleted from the list, and (3) the reward (either Gold Pieces or Vouchers) paid for crafting the item are added to the current total which the character has on hand (Bags UI > Currency).
