This is an oddity I have clearly seen and find no justification for.

Why can't I put all such scrolls in my own bank? That is limited to my own characters on that server.

The research scroll from the level up rewards is character bound precisely so players don't level up a character, get it, bank it for their main crafter, then delete the leveling character, make a new one, rinse repeat.

Most character-bound rewards are similar, to keep players from abusing the supply.

So I end up eating up a bank slot because I want to keep it for when it really is useful and end up not using it.

Though the "reset" ones are more annoying. I keep them around until I am opening crafting reward boxes a bit too quickly (even after being quite careful for days/weeks) and end up selecting it too quickly by mistake.

It could be tied to the character in that case, as gear is, and still put in the bank. Though that would limit stacking and thus still be annoying.
