I still cannot login to NA servers on PS4, it gives me Connection to server timed out. Please try again later.
Since a day ago, the same LOGIN FAILED message, even before AND during the maintenance. And still the same...
EU are normal...

Have you tried power-cycling your PS4?
In addition to power-cycling your PS4, rebooting your home router may allow you to log into the PS4-NA server.The Elder Scrolls Online: Tamriel Unlimited - ZeniMax Online Studios
