Pellitine, same style as Crafty Alfiq. Can be searched for in the guild merchant interface, doesn't show up on TTC yet, and I have been everywhere and I get 0 hits, haven't seen it drop. Drop bug or just not in the game?

Carl-lan✭✭✭✭Yeah it might drop later. Probably a way to get people back into the zones at a later date instead of getting everything straight away. They’ve done this with previous DLCs too.1 -
