As a hybrid since the Pelinal set, dropping major brutality from sap essence is a gigantic hit to this build. In comparison to, as example, warden which has a passive skill that grants of brutality isn't as big of a deal if this change was made (assuming the functionality was previously the same).
Sap Essence is an offensive skill and as such the loss of the bonus is very disproportionate in this setup. Why? Well in the last dlc, and for the foreseeable future, there is no increase to CP. As such, the ability to unlock weapon penetration is impossible to do without gimping your damage in comparison to a single stat player. In order for a hybrid to be pretty on par with a single stat player that cap needs to be around 1200 in CP enabled play.
So again, the original bonuses on sap essence did nothing to overpower that skill to single stat players. The change to the other morph made a great trade off for stam players on either heals or higher damage. This change to sap, without the ever increasing CP cap, gimps the hybrid style for NBs significantly enough to almost 100% make it not worthwhile or pigeon hole it into 1or 2 sets which was the opposite reason you'd go Pelinals in the first place.
