I wouldn't call this important, but to me it seems that aspect runes describe the potency of a glyph and potency runes describe the aspect of a glyph. I am just base curious in the way that the interpretation gets reversed here.
I would think "Aspect": 'add' vs. 'subtract'. "Potency": add 'a little' vs. add 'a lot'.

Woogawoman✭✭✭Well, Potency" does have "a little" vs "a lot."
For example, Jora = develop/trifling (add a little), whereas Cura is intensify/monumental (add a lot). They just have both positive and negative versions at each level - remove a little vs remove a lot.
"Aspect" can mean nature/quality/character, so I think that can fit for common/uncommon/rare etc.
