    Define proc set please.

    proc usually stands for

    a) programmed random occurence -> set effects involve probabilities and rng

    or

    b) processed -> set effects trigger if a specific condition is met (may involve rng)

Not sure wich one is ment here.

Let’s actually clear some air here on proc sets.
Good proc sets that actually are healthy to use are:
    Necro
    Bsw
    Bloodspawn
    Spell strategist
These kinds basically, there’s more but I cannot recall what they all are. But the ones that fall under this category are okay.

Bad proc sets that need to be deleted from the game are as follows or PvP:
    Zaan
    Troll king
    Earthgore
    Sloads semblance
    Caluurons legacy
    Vdsa dw
    Vipers sting
    Selenes
    velidreth
    Valkyn skoria
All the new 5 piece light armor dungeon sets from wrath stone.
These sets are unhealthy for the game as they add skilless gameplay and just encourages a bunch of thumbless fish to have 40k health and wearing 3 proc sets. 0 skill required.
If anything. They should add a new feature into the PvP buff when in PvP zones.
Decreases damage and healing from proc sets by 60-75%

    Kena/groth is strong
    Kena/bloodspawn is classic 1.6 combo
Pirate/any dg stat is also good
Chudan/pirate is better resist stack than protective.

    Lots of options.

    What’s your sustain like?

I liked axiom sun , a LOT. But I like trading some of the Max Magicka from Bright Throats into spell damage by running infused jewelry for more sustain. Running Bright Throats infused jewelry makes Bright Throats a legit damage set.

Witchmother’s and Bright Throats I can spam my wings and use magicka for blocking with an ice staff no worries. Got 50 or so into spell erosion. Hits hard. Great sustain and mitigation in light like I’m in heavy. Loving it.

My sustain isn’t bad at all. ~1600 before any Cyrodiil buffs or Poitions. I use Clockwork Citrus Filet food, two recovery glyphs, and the Atronauch.

I even toss on 2pc Domihaus for a whopping 1,000 spell damage bonus to all my fire-based class abilities!

    Proc hipsters?

The thing is proc sets are a potential area of creativity for the developers. You have a set that spawns a fabricant, or Ice Wraith, or poison explosion, armor buff, etc. Without those it would just be sets like Sun that just boost damage on something by 400 damage or deadly strike that boosts by x%. So I think they are necessary and add flavor to a build.

I suppose if ZoS wanted to balance sets in Cyrodiil they could make more sets that boost damage, resistance, and regen in PVP to where it doesn't make sense to wear anything else.

For example you could have one set that has a 5 piece bonus of 20% less damage from players, another that has 20% more damage to players, and a 2 piece set that gives 300 Stamina and Magicka regen on the 2 piece bonus while in a PvP zone/bg and have them drop in all weights. Then you would basically rid PvP of proc sets.

We would have to run that gear and it would be balanced and skill based because we would all run the same thing. Would that be more fun though?

Nah, can’t do that. 2 recovery glyphs and losing Apprentice would cause me to loose way too much spell damage to justify running axiom sun. I’m running infused jewelry (spell damage), the apprentice and drinking witchmothers. ~ 1500 recovery buffed.
