Going back to Bal Foyen

Is this even possible? When I did the starter islands, Bleakrock stayed on my map as being able to go back. So I assumed Bal Foyen would be too. But when I went there I did the main quest and went right back to Stonefalls, now I cannot find Bal Foyen anywhere and need to go back as Id like to do the other quests, get the skyshards and treasure. Anyone know where exactly it is? Cause I have no point of reference anywhere on my map.
