Access to Alkir'r Desert on completion of The Liberation of Northpoint?? Help appreciated.

Good morning all
I understand, and I may be wrong, that to get access to Alkir'r Desert I have to complete the Liberation of Northtpoint quest. Apparently on completion I can get a boat to travel there.
Is this correct? I have completed the quest line but I have no idea where the boat is. On asking "in game" the boat is at the docks in Northpoint but, despite my best efforts, I cannot find the said boat.
Is there a bug perhaps?
So, if anyone can help it would be very much appreciated.
