Blockade of Storms Question

Since it only applies in an area, does Blockade of Storms count as a DoT? In the case of a Monster Set such as Valkyn Skoria for example, what happens if the enemies leave the area and they aren't taking damage... can they still proc Skoria? Can Skoria even proc at all when enemies are in the area of initial blockade?

    Yea it will proc skoria it is damage over time no it won't proc on them after leaving it unless you have other dots on them.

    It is one of the elemental morphs of this:

    The fire morph(depending if you have a lightning or fire staff equipped) is Blockade of Fire

    Fextralife was my go-too site for years. But I no longer have any confidence in it, because it's riddled with errors.

    Strangely enough, Fextralife has been updating its sets database to reflect the changes in the PTS cycle, making it actually more accurate than eso-sets if you are interested on the future, rather than the past, for equipment pieces.

    I have no insight into its accuracy for abilities though.

    Isn't it a wiki and people can just update it? Maybe it's not THAT kind of wiki...
