ZoS is just providing a awesome Modern Fantasy game set in a unique and wonderful universe that is Elder Scrolls.

Well, since nobody is answering the OP's question, I shall.
Who the hell knows. Maybe, early on developers and writers knew; maybe not. As half of all US people don't know the century in which their nation came into being, I'm not very optimistic about game developers knowing the minutia of arcane North European symbology.

in what way? I've seen the spiral triskelion in all three factions' zones. As for the horned triskele and Valknut I've only seen them as rank emblems for guilds. no where else. not even as usable emblems for the guild tabard(which would be great). Also, that doesn't really follow my question.
