I thought that was the purpose of the PTS. Then again ZOS never seems to fix any problems reported there before they go live on the real game servers.
It is looking more and more like some in EU will be missing out on an event ticket today. The longer it takes the m ore that will miss out due to Zos' planning.

Folks did you really expect anything else after a new DLC was released. As far as I am concerned ZOS should put a hold on all new DLC until they get a handle on fixing all the current game performance issues and bugs with their game

well, I guess you have to blame consoles for that - due to this approval process of Microsoft and Sony, stuff cannot be easily changed and patched for consoles. It could be for PC, but then console players would complain and eventually MS and Sony would be angry as well that their consoles would be at a "disadvantage" - which could make the approval process more unpleasant - this is all a tricky issue due to consoles being part of the whole thing.
