This isn't a bug.
EP was lower population than the other 2 alliances for a considerable amount of time over night / morning. Low pop is evaluated over the previous 3h duration. So you know, the time when DC was emp followed by AD PVDing the whole map as normal :P

Fair enough if that's how it works, but would it be better if the low pop bonus was active while the pop was actually lower instead of when that faction is more populated than the others? Like a dynamic low population bonus that would check maybe every 5 minutes or so instead of waiting up to 3 hours? A lot can change in 3 hours.
I'm not a huge pvp player so there may be a reason it works this way, but I'd like to be enlightened.3 -
