Alinor furniture level requirement? Bug?

I'm on a level 17 toon, I have all of the skills required to be able to craft the "Alinor bowl, millet," but it's giving me the message "Your level is not high enough to use this." A lot of other alinor furniture gives me the same message, and I have never seen it on anything but alinor designs. What level is required to learn these designs, and why are alinor furnishings the only ones to have a level requirement?

    This is strange and unusual yes.

    Could you post a screenshot of the error message please?

    Are you sure all of your crafting skills, including jewellery, meet the requirements?

    Have you learned it? You're showing a screenshot of the plan itself. Is that an extra plan? If not, then you need to use it in order to learn it.

    Also, while the plan itself shows all skills in green text, I'm not sure that's indicating that you actually have those skills. If you learn the plan, then go to the station and don't see the plan there, make sure you've unchecked the box "have skills." This lets you see all the plans you know, regardless of whether you have the necessary skills or not.

    Also, make sure you have all the ingredients required. Make sure the box "have ingredients" is unchecked as well.

    EDIT: Nevermind. I didn't understand your issue at first. I see now, after looking more carefully at the screenshot, that it's not letting you actually use/learn the plan. Hmm...that is a strange issue, as there is no level requirement to learn a plan, as far as I know. You may need to send a bug report to ZOS.

    To use this you need to have put 2 skill points in Recipe Improvement under Provisioning and then it will show 3/6. And in Woodworking 2 points in Woodworking so it shows 3/10. The enchanting requirement shouldn't even be shown as we are naturally 1 without adding anything.

    If that is already what you have, then I apologize. Many people in the beginning think the requirements are crafting level out of 50.

    I had heard that there was an issue with a plan looted on a higher level character being passed to a lower level character, and the lower level one was unable to learn it because the plan "remembered" the higher level of the character that looted it. Not sure if that is what the problem is here; if you looted it yourself it's obviously something else, but if it was looted by one of your other characters, then maybe? My crafting character is my highest level character so I never encountered this problem myself, but I remember it coming up in guildchat in the housing guild to which I belong.

    As everyone can see in the screenshot, the requirements in the plan are green, meaning I have those skills learned. This screenshot was taken immediately after pressing the use button. Please note the "Your level isn't high enough to use this item" in the top right corner. That is the source of my question.

    I just want to know what the level requirement is. This toon is supposed to be a crafter/mule, I don't want to level grind more than I have to.

    Is this what it is? Did they get the same message? But I distinctly remember sending many other furnishings across to this toon that I was able to learn, and only the alinor furnishings gave me this message. You can see the Alinor curtains furnishing in my inventory as well. A friend sent me those, and they give me the same message.
    Can anyone learn these furnishings on a low level toon?

    Color me red...

    I never realized the plan showed anything but green requirements until you mentioned it. Most the toons I play have been max crafters since before housing was introduced and the ones who are new get speed leveled in all crafts before I actually start playing them so I've never seen anything but the green.

    I have to ask this because I have learned Alinor furnishing plans on a low level character..........is your addon causing the problem? Have you tried disabling it to see what happens?

    This character is level one. She is still in the Summerset starting area. She just learned this furnishing plan.......
