I can't find information on this event.

All I know is that it took place in 1E 227 and that Tharhan the Mutilant of House Tharn had a role in it.

    Maybe it refers to the gradual butchering of Mer from Skyrim and the North of Tamriel. Eg Falmet, Ayleids, and even Chimer from Resdayn

    I don't think it's a suggestion of massacring to extinction (or near to) as is the case with the Falmer and Ayleids. But the Nords did take control of the entire mainland Morrowind, against both the Chimer and the Dwemer - there's sure to have been some massacring involved in that I think.

    Massacre =/= Genocide. The Nords and the Chimer/Dumner have a long history of raiding and warring with each other. Massacres often happen in times of conflict. All it would take is for a Nord Raiding Party to hop the border and attack a border town and kill its inhabitants for that to be a massacre.

    Its during this time period that the Gradual Massacre was set that the First Nordic Empire arose. The Nords set out and conquered High Rock and mainland Morrowind. With only the Dwemer holding out on Vvardenfell. Once the Nords had conquered all of northern Tamriel they gave aid to Saint Alessia in her rebellion against the Ayleids. And the Alessian Empire in turn assisted the Nords in their attempts to squash rebellion in High Rock.

    It's not the tools of Lorkhan, the tools were used on the heart of lorkhan. The tools are called Kagrenac's tools, named after the Dwemer Kagrenac high priest. He created the tools to be able to manipulate the heart. Wraithguard, sunder and keening.
