Looking for an addon that highlights enemies that are below a certain health.

Is there any addon that highlights enemies(NPCs and players)in any way, if their health drops below a certain custom set number.
Not percentage, but the HP left.
Or if not, maybe an addon that displays the remaining enemy health clearly above them.

And this is not possible with the current API

- EU players are humans too! We want our maintenances in the least pop time (at deep night) and not lasted for several hours!
