“Talk to wyress rashan” not showing up?? Hearts of evil quest

I go to the market on the map at the small radar in between the narrow road for the objective “talk to wyress rashan” but he is not showing up there ? There is another individual starting with Wyress that is there slightly ahead holding a bow but it is not the same objective. Anyone experience this ? Part of Caldwell’s almanac series

xgoldelf✭Yes it was Freyda holding a bow with a wolf/dog near here but couldn’t talk to her for the quest. She just says goodbye I’ll go online soon and try again in case it was a glitch0
