Class Passive Abilities and caps?

1) Do health/stamina have any caps in ESO? Are they easy to reach?

2) Class Passive Abilities! They are applied before health/stamina caps or after? For example, Imperial passives:

Tough III
Increases Max Health by 12%.

Conditioning III
Increases Max Stamina by 10%.

yes there are caps in health. and they are applied before so cap is resoult of combination of your skills, items and stats.

It's pretty easy to reach, if you try to max one out. (It goes by level) Try to search a youtube video, there are lot of them explaining the pro's and cons of the soft caps and when you reach them and stuff
