Game constantly freezes

I've played the past 2 betas and been having a consistent problem of the game freezing every 30-60 seconds for about 5 seconds. The sounds stop during this. When it unfreezes everything speeds up for a second to catch back up. I tracked my fps and when it happens i go from ~60 fps to 0 until it unfreezes. Also I know its not an internet issue due to another person at my home playing the game just fine. It happens on all graphics settings.

    I too have been having the same issue. At times I'm playing fine - maybe for about 10 minutes then suddenly I start freezing for about 5 seconds. Usually just before a pull or running down the road. To help isolate the issue - my husband has the same video card and the antivirus installed. I've shut down my antivirus during game play while my husband left his running. I still stuttered and at times the game was unplayable. I've also shut down any and all unnecessary processes on the pc with no help. This is a fresh installation - so patching was not an issue. Any help would be appreciated.

    I had the same problem in the beta. It was worse then than now but still it destroys the fun of the game. I have no problems with other games.
    If this issue isn't fixed soon I won't renew the subscription.
    So pls developers put this as no 1 priority.

    I tested this yesterday watching my system resources and my CPU would spike from 80% to 100% for the duration of the freeze. I have an older Core 2 Duo 3.0 Ghz and am wondering if this game isn't optimized well for dual core processors.

    I have been experiencing this as well, mostly in the city setting, but not always. Likewise, I have been tracking my fps, and most of the time it has been between 30-70, even during the stutters. Only a few times right after the stutter has it dropped to 2fps.

    Lowering the settings from high to medium does not appear to have helped.
    Not sure if it is a connection issue, as I play from Australia.
    I too am running on a 2-core 3.4Ghz CPU, as well as 4Gb RAM and an OC 1GB GTX280 (sounds like an airplane shedding the heat, but it works).

    Annoying in the city, but outright lethal when it happens in the countryside.

    Had the same problem in BETA...that was also with a POS computer so this may or may not work for you but it was the fix for me and some other people in BETA so might be worth a shot:

    my documents/the elder scrolls online
    open the UserSettings.txt with notepad
    press ctrl+f and search for RequestedNumThreads
    edit the value to 0
    save and close the document
    restart the launcher and attempt to launch the game

    It's been a problem for me since beta. I spent about an hour at various fishing holes and it never froze while I was just standing there, only when moving or turning.

    What sort of hardware are you all running?

    Operating System
    CPU
    Graphics Card
    Hard Drive
    RAM

    Are you running the latest graphics card drivers? Another similar post has several people in it commenting that installing version 335.23 of the Nvidia graphics driver resolved a somewhat similar issue.

    Ok, update:
    I updated to the newest Nvidia driver (even though I am running a GTX280), changed the RequestedNumThreads to 0, closed the launch window and other unnecessary items in my systray (dropbox, logitech). So far the fps have not changed dramatically, however the stuttering has nearly disappeared. (one night of playing so far, so knock on wood)
