im having a real problem with my FPS no matter where i go in the world.
It fluctuates between 0-60 FPS rapidly and is unplayable.

If you're on Win7 do you have Aero enabled? It not enable it. Read up on Desktop Window Manager if you're curious as to why it helps performance and tearing in games that aren't true full screen applications.0
