What is the earliest level a new character must be to start doing daily writs? Should it be immediate?

✭✭✭✭✭Level 6, I believe, and youll have to be certified by the NPCs in the Fighters and Mages Guild. By level 6, you've had some chance to gather crafting resources to actually do writs.1 -
