It's supposedly coming at actual launch, 4/4/14.
You'll be able to buy a horse, upgrade to imperial edition etc.

I only ever played SWTOR and GW2 and they had these in game stores, so just wondering if ESO would have something similar

At the moment you can just get imperial, or a horse.
ZOS say they have 'no future future plans' for the store but have said they might add vanity pets and things.

ESO's cash store will only have cosmetic items and services. As mentioned above, the only things that will be available at launch will be a horse and the IE upgrade (for those who got the standard edition).
