Confusion about green pact lore.

the green pact are something bosmers follow. they not allowed to cause harm or kill any plants.that i know
but my question is. was there bosmers there did not follow the green pact in the 2nd era and how common was it?
was there any villages with bosmers there did not follow the green pact?

    The Green Pact only affects the plant life in the forests of Valenwood.

    And not all bosmer follow the tradition, mostly being those that were born and lived outside the Green, or those that disagreed with it and moved away.
    The only Sane people in the world are those that are iNsAnE, and know it...

    Far from all Bosmer follow or even recognize the Green Pact; several who don't are encountered in-game. There are also many different interpretations of the Pact, some claiming that it only applies to the Valenwood, others all of Nirn, for example. I'd say most Bosmer in the Valenwood follow the Pact (to varying extent); but it's probably less common among Bosmer in larger settlements, who have more contact with other cultures and customs. King Camoran Aeradan has also approved of his Vinedusk Rangers (basically a secret police) breaking the Green Pact as they please, angering many.

    Hircine worshippers don't honor the green pact either, if I remember correctly. The green pact forbids the Bosmer from turning into animals (which they are very capable of even without lycanthropy). There are a lot of Hircine worshippers out there, but it's not like they deforest their hunting grounds or something.
    This Bosmer was tortured to death. There is nothing left to be done.

    Bosmer in bigger settlements would definitely have a hard time producing enough food for everyone. They would definitely have to be lax on their customs and that would likely drive them to be a little more liberal in their views.
