xbox controller confusion

I cannot for the life of me figure out how to use the d pad wheel selector system. I assign stuff ok - that is explained ad nauseum all over the internet and in game. I push up on the d pad to see the wheel and select with the right thumbstick .... and nothing happens. What am I doing wrong?

After you select the item, press up again to use the item. Hope that helps.

With using the controller we have limited options so we have another way of using the limited buttons we have. One of them is to press quickly or hold down for a second longer. So when you are holding UP on the D-pad you are holding it for more than a second so you can "select" something. Once that something is selected, as @Starless06 said, hit UP on the D-pad again but press once or quickly or less than a second to USE what is selected.

Hope this makes sense.

D-pad up is one set of cycle options.
Other d-pad options like an emote could be another set (could be)

Assign it first to quick slot of cycle (this only makes things selectable)

Next hold the d-pad in a direction and select one of the available quick slot options.

Lastly, d-pad to use the one item in the quick slot.

What happens if I do that and it doesn't work? For some items - health potions - that works. For other things, it doesn't. Should I report this to the bug department?

What "other things" are giving you trouble on the selector?

The only item on the dpad I have successfully used was a consumable in the top slot. If I select something that was in another slot, or if I put my magic lantern in the top spot it doesn't work. Pushing up on the dpad only uses a consumable placed in the top spot.

It’s very possible that it’s working as intended depending upon what you placed there.

The other slots are possible emotes, text chat or animations. But first, select use before assigning them to see what the animation is. I’d suggest to go off in an abandon room or if you did the inn quest, enter an empty inn and test. Make sure social text is turned on so you can see it in the box as some are both animations and text while others may be text only.

You haven’t given us any specifics so our replies are generic and likely not very helpful to you.

I have gotten just about all the other slots to work now - thanks everyone for your help. I know how it's supposed to work now, and most of the time it works. I suspect some of my confusion was due to some connectivity problems - when I'm about to lose connection nothing I press works, and if the connection stays out long enough then I get logged out. There's only one item now that doesn't ever work, and I did some looking into it. Looks like it was nerfed to make it useless. Maybe I'll just put it in my house and leave it there.
