Does the xp bonus count for pvp?

It doubles XP in PvP content yes, but you can't re apply it. You have to step out to do that. It doesn't effect AP.

I don't think this is correct - during ESO live they said the XP memento wouldn't work in Cyro or Battlegrounds. I don't think any event double XP does - unless it was the double AP event.

the memento won't work in Cyrodiil; i don't think any mementos do. that's why he said you have to step out to reapply. the Memento applies a buff, and the buff lasts for 2 hours, and is not negated by entering Cyrodiil (just like food/drink buffs remain). so quaff right before you queue in, and you get 2 hours of doubleXP in Cyrodiil.
