When is the Hag Fen Cottage -actually- coming out?

I'm looking at the two articles ZOS posted.

One says it's supposed to come out October 19th. Aka, today.
The other says it comes out when the event starts. October 20.

Reddit says it comes out today at 10am EDT.
People in game say it comes out tomorrow at 10am EDT.

Just kind of wanted some clarification on exactly when this thing is supposed to hit the Crown store.

    19. Will be for Crowns, cause you can't get the achivement used for purchase with gold until the 20.

    You can purchase with gold immediately yes if you got the achievement last year.

    I wouldn't put past them, to have the boldness, so you only can buy it with crowns till the 20.

    I'm previewing the shack right now.. and guess what? Although I did all achievements last year.. and have the gold... I can only buy it right now for crowns. Under the gold option it says "This offer no longer valid". :(

    Yep, I'm seeing the same thing. Guess I'll have to wait till tomorrow to buy with gold/achievement.

    Yes this one observes there is a note in the article saying that the cottage can only be purchased with coin from tomorrow.

    This one supposes that option is not active for some reason until the festival starts - even though this one already has the achievement.

    This one wanted it now :(
