The blueprint is definitely programmed into the game, with material requirements and everything. Unfortunately though, I too have been looking for it with no success. So far I have only seen one of these bookcases being sold in a store, but I investigated and that particular item was dropped and not crafted. My guess is that the blueprint just doesn't drop and that the actual bookcase is extremely rare.
You would expect that though since they sell rows of books in the crown purchase tab of the housing editor. It's a miracle that there even are three craftable filled (or half-filled) bookcases at all.
What surprises me though is the lack of interest in the subject by the community. Does everyone else buy them with crowns?

Just wanted to update you that it does in fact drop. On EU, someone started selling incredible amounts, which can only be explained through him being able to craft it. I asked, he confirmed. However he has not told me how he got it and currently he is the only one who learned it on EU.
