Speaker Terenus and the Vvardenfell "irritation"

When you first meet one of the speakers of the Dark Brotherhood in ESO, Speaker Terenus he mentions something interesting about Vvardenfell.

The conversation goes as follows:

Are there other Sanctuaries?

"Of course. Since the formation of the Dark Brotherhood, our shadow has stretched across the entirety of Tamriel. Not every Sanctuary has flourished, however, and our grip isn't as secure as we'd like in certain parts of the world."

I don't understand.

"Not that it concerns you, but Vvardenfell continues to be a source of ... irritation.
The Gold Coast, however, presents an opportunity we can all profit from. Here, we can establish a foothold that will serve the Brotherhood for generations to come."

I havent bought or played Morrowind yet and Im assuming it has something to do with the Morag Tong but is there anything in relation to the DB in the expansion?

    Yes, he is referring to the Morag Tong. No, the Dark Brotherhood is not involved in any quests on Vvardenfell.

    The Dark Brotherhood is a splinter organization off the Morag Tong. The Morag Tong is slightly less than enthusiastic about the Brotherhood existing, and will hunt down their members whenever possible.

    It has been suggested that the dark brotherhood was originally created by the night mother after she betrayed the morag tong. The dark brotherhood basically pushed all morag tong activity out of the rest of Tamriel but due the morag tong having a huge political backing they cant be forced out of Vvardenfell and the brotherhood is completely unable to get a foothold to establish there, the rest of Morrowind is constantly contested.

    Essentially the morag tong and dark brotherhood are old rival organisations. Which begs the question how the morag tong reacted to the brotherhood being all but wiped out after the Oblivion crisis

    Pretty happily it would seem. Judging by the number of disposable assassins they could throw at Solstheim in Dragonborn.

    Morag Tong wasn't in much better shape; there's a thief in the Thieves Guild in Skyrim who was ex-Tong. We know they weren't completely wiped out however, as they featured in a quest on Solstheim.

    Morag Tong wasn't in much better shape; there's a thief in the Thieves Guild in Skyrim who was ex-Tong. We know they weren't completely wiped out however, as they featured in a quest on Solstheim.

    Yeah, the Tong took a huge hit during The Red Year. Probably because they were still headquartered in The Arena Canton base. Though it's fairly likely they had returned to the mainland by that point, judging by the fact that they're still around in Skyrim.

    There's also a Tong member who pops up in Oblivion, not that it matters at all.
