I'm not sure what you mean. Bravil is certainly in Cyrodiil in ESO and I used to visit it, wanting it to be completed.

Odd that given that ESO happens only about 9 years after the Second Akaviri Invasion there aren't any remnant Kamal snow-demons around for us to encounter.
