Where can I find the lore book "How to Use the Tonal Inverter" after the quest completes?

I completed the quest and then realized I just have received it from Barilzar. Does it appear anywhere afterward? I checked his lab, Vivec's palace and the Archcanon's office but couldn't find it.

"Received during the related quest" I don't think it reappears afterward.
