So it would be advantageous for my characters to put raw mats in the bank as well for the blacksmith character (or other crafting characters) to refine thereby increasing the chance to gain improvement mats?When folks talk about rates of purple or gold improvement mats they are speaking of the Refinement process, not item deconstruction -- and usually quoting rates with that extraction skill fully improved 3/3.

Okay, I understand that your gear’s stats are calculated based on the level of your gear and the level of your character. I did expect a drop as my character leveled up and my gear remained at the same level. What I was surprised at was the amount it decreased. 50 points is a lot to lose by just one level difference. Recall that I said I crafted level 26 gear when I was at level 27. I recorded the stats at that time. The 50 point drop came after leveling just once. Overall my armor stats dropped 350 points combined. Items that are in the hundreds and not thousands (eg: Belt at 690) would take a huge performance hit unless you constantly upgrade your gear. This makes crafting sets useless and that is one aspect of the game I like doing. Yet another reason I am happy with my choice to cancel ESO Plus membership.

Crafting sets is not useless at all for leveling. I recently made epic level 6 gear for a level 6 character, took screenshots every other level, and took it to level 16 to demonstrate how scaling worked for a guild thread. I had another set of epic gear waiting at level 16. The epic level gear had identical stats to gold cp160 gear when the gear and character level match. I found that weapons will lose about 1/3 of their damage over that particular span of levels. If you have everything enchanted, you will still wreck everything you come in contact with as you level. And epic training gear is also "OP" for xp gain.
Every 10 levels is also just one set of gear for each tier of material unless you start out with level 1 or 4 gear. If you are using food that scales to your level, the bonus stats from your food will be changing each level as well. Obviously, it is totally up to you on how you wish to play the game, but when I level a character I'm not planning on ever going with whatever happens to drop over what I can make.
I am not sure what I am doing wrong but my experience with crafting is a lot different than what is being said here. I have five characters and each specializes in a different crating skill. The highest level I have so far is 47 and he specializes in blacksmithing. His extraction skill is at 2 of 3. When any of my other characters get drops of blacksmithing gear they pop that into the bank and the blacksmith character deconstructs it. I have yet to get enough temper material to craft a purple item even when I had ESO Plus and all my characters shared crafting materials. Same with crafting sets, the character puts all his old gear into the bank so the blacksmith character can deconstruct them and then craft a higher level gear. In all that I am lucky to get one or two temper materials for green items and none ever for blue or purple.

Yes.
If u r below maxlevel, your get boosted (Battlespirit). Also your gear gets boosted. But your gear only gets a boost equal to the amount of charlevels u r missing to 50.
That means if u level up, but your gear stays the same level, it becomes weaker.
I'd advise not to craft any gear below cp 160. Just equip what u drop, dont bother with sets. Dont upgrade or enchant anything. Dont care for traits.
Even if u go slow, u wont be able to complete more than 2 zones, fighters guild-, mages guild- and mainstory before hitting cap. The content u go thru there is (questionably) supereasy, so u wont really need any specific gear.
