I have the quest to help Seyne at the docks as part of the Bal Foyen quest line. Trouble is he is no where to be found. Is this a bug or is he not at the docks where the arrow points?

Cletus✭He did appear shortly after I made the post. He was no where to be seen before the post but then appeared in battle with two opponents. As soon as I walked down the ship walk my quest updated that I had talked to him when I hadn't. All's good now though.0
