Black Sacrament: Trader's Cove Abandon

After I was discovered while doing quest and chose to Abandon this quest then picked again at quest giver, there is still this hint: "The Cove residents are aware of the Brotherhood's activity and are now on alert". So cannot fully abandon quest and do properly all tasks again if I was spotted for the first time.
Was it intended? It was before Morrowind update, no idea if you did anything after.
