(BUG)? Dablir (Litany of Blood target) not spawning in Rawl'Kha (Xbox Eu)

The NPC target is simply not spawning for me and I know there's previous bugs with some of the targets not being available. Anyone else on this server currently having this issue?

I know where he's meant to be and his general pathing but he's seemingly more elusive than he should be.

    Seems to be the one in Eastmarch now as well..

    I can't find the one in Rawl'Kha, Windhelm, Wayrest, Riften. I found the other ones really quickly. I'm on Xbox EU btw.

    I've tried this on different accounts as well and still no joy. Convinced that it's a bug and not just me being able to find them. No way I'd struggle to find the Rawl'Kha one for this length of time.
