want to balance heavy with med armor for stam?

for too long the word on here, the game, and youtube has been the same, heavy is op with the champ point setup.
its true, med armor is handicspping yourself, regardless of the heavy changes done.
so ZOS decides the way to fix this is getting rid of champ point reduce cost, and like many i feel like this is the wrong move ( even as a player who uses medium most of the time).
heres another suggestion to help balance ( lots of pple have posted suggestions)

1. REDUCE the reduce cost portion of the tree, dont get rid of it all together.

2. SLIGHTLY increase damage as well as regen and/or reduce cost of stam per peice of medium armor.

3. make shuffle (evasion) a 5 peice med armor skill. meaning "with 5 or more peices of medium armor equipt you can use shuffle".
if you decide to use 5+ peices of heavy you cant use shuffle.
make the choice of being able to take a bit more damage or being able to have a dodge chance, shouldnt be able to have both

    Light / medium should give Flat regeneration values for each piece worn, instead of a % of what you already have. Same with the % damage increase, just give it flat value.

    And you should have to be in 5 pieces of any weight armour to be able to cast the armour Skill, it just makes sense.

    Running shuffle while wearing 7 heavy is like using Rally with 1h/s equiped... Makes no sense to me.
