Regen vs reduced cost for magicka

So which would be better for magicka builds. I am not quite sure which would be better to max out first. My race is altmer and class is sorc so I already get a boost to both. Which would allow me to keep my magicka pool up higher over time.

    Spell damage on everything and use dark conversion and overload when needed. No need for either cost reduction or regen.

    That being said the common wisdom is regen in PvP and cost reduction in PvE.

    I prefer cost reduction on heavy Armor and regen on light, that said if I can go spell damage instead of either I will.

    For sure Reduced cost. In CP after maxing this one you can start filling regen.
    There are plenty of support which give magica back, and same time are not affecting regen itself. So, simply you will cast more of cheaper spell and then get magica back with support.
    As for gear, all the jewelry should be enchanted with SPD.

    PS– mag sorcs are really terrible in sustain though. If you really struggle, you can make one jewelry enchant with reduced cost and rest in SPD.
