No CP Battlespirit tweaks

No CP pvp is fun(at least for some people), but there are some issues, mainly because game is balanced around CP by default.
Here is an idea to how to tweak battlespirit buff in No CP campaings to make it better experience in general:

1. Resources posions needs to be disabled or at least tooned down in No CP campaings.
2. Damage of destruction staff ultimate should be reduced by 15% - 20% in No CP campaings.
3. Damage of proc sets should be reduced aswell, by 15% - 20% in No CP camapings.
4. Coldharbour siege - again, it should be reduced by 15% - 20% in No CP campaings.

These are four simple tweaks off the top of my head that when implemented right can make No CP pvp much better experience.

    That is probably right, but realisticly its nearly imposible to balance all skills and passives. My idea is to balance biggest problems via battlespirit buff in no CP - bacisly to keep current battle spirit in CP pvp, and create some "NO CP battle spirit" which will adress biggest issues.

    Reduce all base ability costs to the level 50 values. (They are 29% higher at v16/cp160 values than at flat lvl 50.)

    Poisons, in particular the cost increase effects, were introduced as a result of the massive increase in sustain that CPs provided. Without CPs, cost increase poisons are over-performing, especially against non-templars who can't use a relatively cheap purify.

    Siege damaged was also buffed as a result of CPs making the previous siege damage a relatively non-issue. PvP without CP requires re-balanced siege.

    Some skills were changed because of the high sustain CPs gave. Purge and Rapids are a good example. For PvP devoid of CP, consideration should definitely made in rebalancing skills that were originally changed because they were over-peforming or under-performing after the introduction of CP.

    As for proc sets, any general solution or change to them would be akin to navigating this game's spaghetti coding.
