Two theory questions re: Soulshine/CFrag and Kena/lightning

I've been thinking about a new wonky, amateur, off-meta mag sorc build, but I'm wondering if anyone can solve these mysteries:
Does the Soulshine 5th bonus (+spell dmg to cast/channel) still apply to Crystal Fragments when the instant proc occurs? It would be helpful to know before I waste time gathering the set.
I haven't tested this one yet, but I'm assuming that Molag Kena can proc on the second tick of a lightning staff channel. Assuming yes, does spell power provide a noticeable boost to pet damage or is pet damage mostly derived from max magicka?

It does not procc of the second channel tick.
Pet attacks only scale with max magica. Spelldmg has no effect.<Noricum>
