Frankly, I have never heard of "map chat". The only ESO Chat feature of which I know has nothing to do with the ESO Map feature.Someone linked some blueprints in map chat. When I looked at them, they showed that I did not know them, so I bought them from him.
When I got them in the mail, they showed that they were known to me.
Im sure that this isnt intended and should be fixed to show the correct status when linked and looked at in map chat

That said, showing the stats for an item in Chat is not a native feature of the game. It is a feature of the Master Merchant add-on, among several other add-ons with similar features, that could be displaying erroneous data. Such an add-on would be one used by the seller, regardless of whether you have the same or similar add-ons installed.
However, since I have never seen a Blueprint which had any tooltip information as to whether any of my characters already know it, I suppose that you are using an addon which adds that information to the tooltip. If so, then the add-on has a bug, not the ESO software. So you should report that to the add-on developer.
