I don't believe this is an actual bug. If you carefully notice when editing your own house in-game, if you place a chair too close to another object, the outline of the chair is yellow and not green. When an object is outlined yellow, it's indicating that yes, you can place the object there, however you will not be able to use the object despite it giving you the "sit" option when hovering over it.
Like another user mentioned, if you don't get the "E" to sit option when hovering over the chair and only get the "sit" option, you will not be able to use the chair.

Very true - but I still think it's something that should be fixed. Remove the sit command from appearing if it isn't usable - it's confusing the way it is.
Yeah, it does get confusing. It took me a bit to realize that myself. It's weird—ever since they allowed us to sit in chairs, I try to sit on everything lol. I didn't even care before that we weren't allowed to interact with the seating in-game, but for some reason now, all I want to do is sit on stuff.
