Eh, I disagree pretty heavily here. More stam regen is not just for inexperienced players. More stam allows you to be more mobile, sustain better damage, kite with the ability to deal damage directly afterwards, better survivability, etc. etc. Just because someone is more experienced and can manage resources better doesn't mean they don't need as much.
On an open-world stamblade where you aren't simply ganking, roll dodge is a vital part of your survivability. With 1700-1900 regen, you'll have a hard time constantly roll dodging without running dry on stam.

I rarely run out of stam. I only roll dodge when necessary or block and cloak. Heavy attacks helps my sustain. As a stam nb you you need the extra damage to kill targets efficiently. I dont even know anyone that runs over 2500 unbuffed recovery.

It all just depends on what you are doing. If you're ganking, sure you don't need a lot of stamina. If you're regularly 1vXing 5+ players at a time, which is easy to do on a stamblade, you can't afford to not be constantly dodge rolling, sprinting and spamming vigor.
Open world on a stamblade is all about kiting and playing defensive until you can single someone out in an exposed position. It requires CONSTANT use of stamina-consuming mechanics to stay defensive. Most open-world stamblades rely very little on stealth for defense, if you're sitting in stealth ganking then of course you won't need high stam regen.
