I know how to create a network bridge on a PC but I don't think this is possible directly on a PS4. Does anyone know of a way to do this on a PS4? I could hookup a computer bridge the 2 network connections and connect the PS4 to the PC however I would like to avoid doing that. Does a hardware based network bridge type thing exist?

PS4 only supports one default gateway, so you could run a dual-WAN router or manually change the gateway to swap ISPs.
The problem with dual-WAN routers is that they'll fail over if an ISP is down, but not if the ISP is just performing poorly. For this reason, I run two independent routers and just give my PS4 a static IP and set the gateway. If an ISP is under-performing, I'll change the gateway on the PS4 (Note that Zeni's systems don't care for you coming from a new public IP address in the same session, so it's usually necessary to log out of ESO, change the PS4 gateway, log back in)
