Changes to Health attribute and Snipe?

I remember Wrobel saying he will make Health more desirable and alter Snipe's damage. So are they coming with next pts patch or what?

You can read the patch notes as well, they aren't hidden or anything.

there is nothing incoming with the next patch about balancing anyting.

Yes, there is. Rich Lambert specifically said that the 3rd PTS patch (probably next week) will have a lot more balance changes. I have no idea if Snipe or Health will be changed, but there is more balancing to come in next PTS patch.
