Quest levels

I'm new to the game and I've read on here and other sites about certain quests/maps being suitable for players of a certain level.
Is this just an approx ?
Reason I ask is that I've just been given the God of Schemes quest which I believe is the final quest in the main story line and when I've looked online most reviews say that it will be available for people who are between levels 45/50,is this just a recommendation because I'm only at level 28 at the moment.

    Those reviews and guides were likely written before One Tamriel was implemented earlier this year. Before that, zones were leveled in much the same way you see in most MMOs or RPGs... where monsters were set at a certain range in each area, and were meant to be killed when you were around their level. Enter the zone too low, and you got your butt kicked. Enter the zone too high, and you'd faceroll it.

    Now, One Tamriel is out and instead of leveled zones, all the content is leveled to you, so you don't have to worry about running into content that is too high level for you to manage.

    Though... it is worth noting that higher levels means better gear, and Molag Bal IS the big bad of the game. So it's not a bad idea to wait until you're a bit higher. Originally, he was meant for a character at level cap, and a lot of his stats, like his damage, will still function under that assumption. But hey, if you want to try it now, why not?

    Everything's a lot clearer now.
    As for facing Molag Bal..........
    I think I'll leave it for now and face him later once I've levelled my character up more.
