Monster Masks the new Meta and how to combat them

This unfortunate decision to implement a series of these "proc sets"/monster masks, was a very bad mistake. I have been trying to beat these guys and gals with these sets and I have had minimal success.
I am a maxed character been pvping for over a year and i can handle my business when it comes to dueling and pvp.
I am just wondering how you Zenimax thought it was a good idea to allow anyone who can farm these items to be on par with a skilled combatant almost immediately and without any effort destroy anything on the field at their whim???
I digress I have been able to stop these proc set wearers from time time but at great effort and flawlessly executing my rotation, using every trick that I know...
Yet when I watch these opponents they are literally pressing maybe 3 keys and they are able to succeed. With upwards to 13k damage from a proc you cannot compete with that unless you stay away from it you join them or you fight it.
I am fighting it because it is ridiculous.
Please feel free to tear my words to shreds and dissect at your leisure.
How to combat this new meta? May i suggest protest!

✭✭✭✭✭I just rolled a Nightblade, got Veli and viper out of the bank, crafted some alchemist and started ganking. Kill them before they get a chance to fire off their proc sets and you're all good.
Do I like it? No. Do the tears of proctatos taste good? Hell yes.2 -

They get MUCH more triggered when you gank them in <1 second without proc sets all together.PC/NA

Use even bigger cheese to counter this. Use Tremorscale/Viper/Fassalla to stop their heals and keep proccing them to death.0 -

Aye, I'm currently working on farming Spriggan's to replace Viper, but I'm not having much luck. Not sure what I'll replace Velidreth with yet.. maybe 1pc Veli/Kena.0
